Following his studies at the ESSEC Business School, the Institut d’études politiques de Paris and the École nationale d’administration, Raphaël Bello (born in 1967, French) held several positions in the French civil service, in the Ministry for the Economy and Finance and the Ministry of Foreign Affairs. He was mainly responsible for export finance policy and international economic relations in the context of cooperation and development programmes. His duties led him to work specifically on the financing of major international infrastructure projects in all sectors, particularly transport and energy. During this period, he also pursued further training through the Senior Managers in Government programme at Harvard Kennedy School.
Raphaël Bello has also held roles in the culture and media sector. He was the Administrative and Financial Director of Radio France Internationale. And he also led the iconic cultural project the Year of Brazil in France as deputy commissioner.
At the European level, Raphaël Bello was posted to the French Representation to the European Union in Brussels to oversee trade policy (including international negotiations at the World Trade Organization). More recently, he spent five years as Member of the Board representing France at the European Bank for Reconstruction and Development, an international organisation for private-sector development based in London.
Raphaël Bello succeeded Martin Steinacher as Director for Finance and Human Resources in January 2021.
